The Russian invasion of Ukraine has focused attention on Turkey’s relations with the two nations and its Nato partners. The panel will discuss the war’s potential impacts on Turkey’s economic and diplomatic ties across the Black Sea and with the United States and Europe, Turkish arms exports and the acquisition of Russian weapons systems, Turkey and Russia’s respective positions in Syria and the Caucasus, capital flight following economic sanctions on Russia and Russian citizens, and the market for energy and agricultural products.

Dr Ziya Meral is the Director for Research and Programmes and Head of Strategic Studies at the Centre for Historical Analysis and Conflict Research – the British Army’s civilian and military think tank providing independent analysis and research on defence and security based at the Royal Military Academy Sandhurst – and a Senior Associate Fellow of the Royal United Services Institute’s International Security Studies programme.
John M. Roberts is a Senior Partner with Methinks Ltd., a consultancy specializing in the inter-relationship between energy, economic development and politics. He is a member of the Advisory Board for the UN Economic Commission for Europe’s (UNECE) Project on Sustainable Energy, and a member of the UNECE Group of Experts on Gas. He is also a Senior Fellow with the Global Energy Centre, Atlantic Council, Washington DC.
Dr Mina Toksöz is an emerging market economist having worked at the EIU and in investment banking. Her recent associations included Lectureship at the Manchester Business School; and Associate Fellow at Chatham House. She has a D.Phil. in Economics from Sussex University. Her book The Economist Guide to Country Risk was published in 2014; her forthcoming book is on Industrial Policy in Turkey.
Sinan Ülgen is director of the Istanbul-based Economy and Foreign Policy Research Centre and a visiting scholar at Carnegie Europe. He previously worked in the Ministry of Foreign Affairs of the Republic of Turkey and is the author of Governing Cyberspace: A Road Map for Transatlantic Leadership (Carnegie Europe, 2016), Handbook of EU Negotiations (Bilgi University Press, 2005), and The European Transformation of Modern Turkey with Kemal Derviş (Centre for European Policy Studies, 2004).
Sir David Logan was Ambassador to Turkey from 1997-2001 and also served there between 1965-1969. He has been Director of the Centre for Studies in Security and Diplomacy at Birmingham University, a Senior Fellow of the Institute for Strategic Dialogue, and Chair of the British Institute at Ankara. He holds an Honorary Doctorate at Birmingham University.
